Abstract：Taking Shanghai, Shenzhen and Guangzhou as examples, this paper first analyzes briefly the urban regeneration institution
construction by top-level design. Then focusing on the recent progress of urban regeneration practice in Beijing,
it discusses the effects and dilemmas of institution construction by “grassroots-level creation”, so as to provide reference
for the optimizing of urban regeneration management in different cities in China.
