Abstract：Old residential areas are facing serious dilemmas and need effective solutions. Intelligent empowerment in renewal of old residential areas which has many advantages is becoming more and more widespread. Through field research in 15 representative old residential areas in three cities, including Beijing, Changsha and Tianjin, and 21 interviews with different interested parties, the authors raise the intelligent empowerment framework. Old residential areas are facing dilemmas in three aspects: aging facilities and equipment, scarce available space, and high management and service difficulties.
In combination with the traditional approach, intelligent empowerment can precisely cope with the dilemmas of old residential areas by providing perceiving and conditioning of facilities and equipment, time-sharing of public space, and superior management and service. On this basis, this paper summarizes six challenges, putting forward proposals for the implementation of intelligent empowerment in the old residential areas renewal with multi-body cooperation, all-level connectivity and whole-cycle continuity.
