Abstract：Under the guidance of Carbon Peaking and Carbon Neutrality goal and Implement Urban Renewal Action strategy,
low-carbon-oriented urban renewal has become an important pathway for new era’s urban sustainable development in
China. Its core idea is in line with the C40 Climate Positive action which aims to deal with climate change internationally.
Based on the analysis of Climate Positive action of C40, this paper formulates a low-carbon urban renewal strategy
analysis framework, which includes three aspects of “energy utilization, design strategy, and implementation and
operation” and two dimensions of “on site–off site”. The urban renewal cases of Barangaroo in Sydney and the Elephant
Park in London are analyzed and compared using this novel framework. Moreover, considering the reality of China and
from the time and space dimensions, this paper further puts forward the strategic focus of low carbon city renewal of
“design–build–operation” whole life cycle coordination and “on site - off site” full-caliber emission reduction.
