Abstract:The implementation of rural construction is an important task of the rural revitalization strategy and an important part of
the national modernization drive. However, at this stage, the level of rural construction in China still needs to be improved
in terms of infrastructure, living environment, public services, etc. Combined with the process of rural construction in
Japan, South Korea, Germany and the United States, this paper sets up an analysis framework for the three goal dimensions
of “livable”, “suitable for employment” and “harmonious”, based on four types of government administrative tools
including “legislative security”, “policy system”, “financial action” and “social mobilization”. Taking the urbanization
process as the context, this paper outlines the key points of rural construction in the four countries in the same period and
current period as China’s urbanization level, further summarizes the common trend of rural construction, and provide
experience and enlightenment for rural construction in China.
