Abstract：Rural construction action is highly comprehensive. It is urgent to take rural planning as the guide to clarify the space
location and implement the sequence of key tasks. Based on the progress and problems in the drafting of rural planning
in various parts of China, and in combination with the new requirements of rural construction action, this paper proposes
classification guidance at the county and village levels, clarifies the practical path and products of each construction task at
the county and village levels, and puts forward targeted suggestions on the drafting of special rural construction planning at
the county and village levels. The rural planning drafting system summarized in this paper at different levels of “territorialcounty-
village”, which considers the characteristics of the existing county rural construction planning and village planning,
has certain practicality and operability, and can provide a reference for the specific implementation of rural construction
action.
