Abstract：In response to the issue of building characteristic towns under the background of new urbanism, this paper analyzes the
planning and design of Aoxiang New Town in Xixian New District of Xi’an City, and proposes the design concepts of
taking the high-tech industry as the core, achieving the deep integration of industry, academia, and research, adhering to
the planning ideology of TOD, and emphasizing mixed composite functions. This paper argues that Aoxiang New Town
has actively explored in the aspects of scientific positioning, clear layout, functional fusion, and characteristic shaping.
Its design philosophy and practical experience can provide references for other cities to build characteristic towns.
