Abstract：This paper takes Kaifeng City, a famous historical and cultural city, as an example to analyze the cognition of key issues
such as cultural heritage, historical urban area, and spatial pattern in the protection planning of historical and cultural
cities. On this basis, the creative practice of urban design and architectural design is carried out, and the paths and
methods of protection planning of historical and cultural cities at different levels are discussed.
