Abstract:In response to the issue of zero carbon renewal in built-up areas, taking advantages of the joint construction of the
Boao Zero Carbon Demonstration Zone by the Ministry of Housing and Urban Development of China and Hainan
Province, Dongyu Island will be explored for renewal and renovation as a typical urban built-up area, closely focusing
on the core elements of urban carbon emissions. By establishing on-site command centers, introducing social enterprise
participation, conducting full process technical management, and introducing third-party assessments, etc., this paper
explores and forms the planning, construction, and management models for the renovation and transformation of zero
carbon urban areas, as well as relevant experience in social governance of zero carbon urban areas.
