Abstract:Changshengyuan Community, located in the Chengnan Subdistrict of Changping District, is an old residential area
built in the 1990s. Through a series of innovative urban renewal strategies, the community has transformed from a
state of disorganized management to a model of grassroots governance. The community adopted measures such as
party leadership, public participation, environmental improvement, and optimization of public spaces. Unauthorized
constructions were dismantled, public spaces were integrated, and unified property management was introduced.
Additionally, the community enhanced residents’ sense of identity and well-being through media promotion and resident
consultation activities, forming the exemplary “Changsheng Model.” This model has been incorporated into national
policies and promoted in other communities.
