人文聚城、精明更新 ——以琶洲重点地区城市设计为例

摘要 经历了历史上规模最大、速度最快的城镇化进程,我国的城市建设迈向高质量发展时代。惯常的规划往往难以 对街区的工程理性和场所营造进行有效研究,也经常导致片区在建设和运营层面的问题。因此,基于精明营建 理论提出的城市更新策略,以公共利益优先,尊重地区气候特征、人文与场所特色,重视节约用地与工程技术 理性,旨在营造融合传统、节能高效、多元复合的活力街区,回应高质量发展的要求。本文以琶洲西区珠江啤 酒厂城市更新地段和琶洲东区门户地段城市设计为例,梳理分析有关场地要素甄别、既有建筑活用、土地利用 效率提升、复杂工程协调、活力场所营造等技术要点,展望了城市精明更新中多主体协同营建的技术特征,动 态导控目标地区朝向良性的城市更新。

Abstract:After the largest and fastest urbanization process in China, urban construction is moving toward the era of high-quality development. Conventional planning often makes it difficult to effectively study the engineering rationality and placemaking, and often leads to problems in construction and future operation. Based on the theory of smart construction, the urban regeneration strategy proposed prioritizes public interests, respects regional climate characteristics, existing culture and place features, attaches importance to land-use efficiency and engineering technology rationality, and aims to create vital blocks that integrate tradition, energy conservation, efficiency, and diversity, in response to the requirements of high-quality development. This paper takes the urban design of the Pearl River Brewery urban regeneration area in Pazhou West District and the portal area in Pazhou East District as examples, analyzes and combs the technical points related to site element identification, flexible use of existing buildings, improvement of land-use efficiency, coordination of complex, and place-making, and looks forward to the technical characteristics of multi-agent collaborative construction in smart regeneration strategy to guide the target area toward efficient urban regeneration with dynamic adaptability and good performance.
