Abstract:As the Ganzhou-Shenzhen high-speed railway has Xinfeng West Station, Xinfeng County has established the highspeed
railway new town. As a high-speed railway new town in a county, the local endogenous development momentum
is limited. Therefore, the development momentum and coordination with the urban and regional development are key
planning issues. The conceptual plan proposes to attract investment from central government and Guangdong-Hong
Kong-Macao Greater Bay Area to solve the development momentum problem, and lay out three functional areas:
Science and Technology City, Smart City, and Eco-city. And the conceptual plan proposes to rebuild the spatial pattern
by building the complete ring road and reshaping the landscape and humanities structure. The planning goal is to use
the high-speed rail new town to support Xinfeng in becoming a sub-center of Ganzhou metropolitan area. Then, in
urban design, how to create the charming space that fits the temperament of a small city and a landscape city is the
key issue. Therefore, the urban design proposes not to have high-rise buildings, but to make good use of mountain and
water resources, and use a radial pedestrian system to allow people to see the Gushan mountain, walk to the Tao river,
and fill in public service facilities. The urban design aims to create a small-scale, high-value high-speed rail new town,
ultimately forming a three-axis spatial structure and creating multiple scenes.
