Abstract:Shenyang, as the only northeastern city among the first batch of 21 pilot cities for urban renewal in China, explores the
transformation and development of the old industrial base in Northeast China and the innovation of urban governance
through urban renewal, which is the strategic goal of the implementation of urban renewal. Based on the understanding
of Shenyang’s existing development foundation and strategic requirements, this paper puts forward the strategic ideas
for Shenyang’s urban renewal, including ①seeking to break away from the path dependence on real estate development
and promoting population and industrial growth to enhance the market’s capacity to digest existing buildings;
② delineating different types of renewal areas, and in combination with the renewal cycle of the spatial environment,
preliminarily estimating the renewal scale and economic benefits formed by the absorption of new population and
industrial functions, and discussing the feasibility of promoting Shenyang’s transformation and development through
stock renewal; ③ paying special attention to the use of location, infrastructure, and planning policies to promote major
projects and industries that can enhance international, domestic, and regional competitiveness, especially for high-end
manufacturing and producer services, as well as the corresponding core areas and opportunity areas for implementation;
④ improving the organizational system, policy system, planning system, and implementation system of urban renewal
to ensure the advancement of Shenyang’s urban renewal actions.
