Abstract:Based on the theory of urban renaissance, this article outlines how Shenyang, a millennium old capital, is leading the
revitalization of Northeast China through urban design. By focusing on core areas, the city aims to achieve high-quality
urban renewal and distinctive development. Initially, the article constructs an urban renaissance framework rooted
in human settlement science and oriented toward urban renaissance. This framework encompasses various goals and
concepts, elaborating on the 5 primary systems and 8 concepts of urban renaissance. Subsequently, based on Shenyang’s
innovative practice, the article summarizes and interprets urban design aimed at achieving urban renaissance goals
within the context of urban renewal. This includes 10 characteristics: more diverse target connotations, more coherent
planning and transmission, more scientific work models, more refined technical guidance, more humane scene shaping,
richer technical systems, more focused strategic anchors, more innovative institutional exploration, more comprehensive
overall planning mechanisms, and more detailed action plan. This interpretation is informed by elements such as the 5
major actions, bridging the past and future, promotion by zoning, implementation of classified policies, being peopleoriented,
exercise of fine control, flagship activation, chief engineer accompaniment, platform collaboration, and
project database construction. Furthermore, through 3 representative cases, the cultural revival of Shengjing Fangcheng
in Shenhe District, the consumption upgrade of Taiyuan Street commercial district in Heping District, and the industrial
heritage regeneration of Industrial Museum of China in Tiexi District, the article illustrates the application of urban
design in Shenyang’s urban renaissance efforts.
