Abstract:As China’s urbanization process accelerates, urban renewal has emerged as a crucial pathway for promoting highquality
urban development. Shenyang, as an old industrial base in Northeast China, boasts an early establishment, a
large scale, substantial population, and a high level of urbanization. The city’s development has shifted from largescale
incremental construction to a balance between quality improvement and structural adjustment of existing urban
stock and new increments. This paper summarizes the compilation and implementation pathways of urban renewal in
Shenyang, aiming to provide a reference for other cities in terms of urban renewal planning and execution.
