Abstract:As China advances its action plan for urban renewal and the revitalization strategy for Northeast China, Shenyang,
as a core city in the area of the old industrial base in Northeast China, faces both opportunities and challenges in the
restructuring and renovation of its industrial land. This article analyzes the current status of industrial land use in
Shenyang and identifies issues such as insufficient renovation motivation, a lack of coordinated direction, and absence
of policies and regulations in industrial land renewal. Then it proposes a series of targeted renewal strategies and
pathways: firstly, leveraging spatial management and control to promote regional coordination and renewal guidance,
thereby facilitating the optimization and upgrading of the industrial structure; secondly, strengthening policy support
and regulatory frameworks through institutional development to enhance the internal drive for industrial land renewal;
thirdly, translating macro-level urban development strategies into specific renewal project databases to ensure precise
implementation and effective execution of renewal actions.
