Abstract:Taking the conservation process of Italy’s historic center as a clue, this paper comprehensively reviews the pioneering
practices of Gustavo Giovannoni and AACAR in urban conservation, and Giovannoni’s concept of respecting the
environment and protecting “architettura minore” extends monument protection from individual buildings to urban
areas. The Gubbio Charter and ANCSA continue to play a continuous role in shaping urban conservation legislation
and mechanisms. At the same time, the International Federation for Housing and Planning (IFHP) and the International
Council on Monuments and Sites (ICOMOS) have also made initial efforts in the global conservation movement. In
China, urban conservation is not only a cultural need, but also the foundation for the prosperity and development of
national culture, and it needs more sound institutional mechanisms to ensure that it is more actively practiced and
explored to promote comprehensive progress.
