Abstract：At present, China has entered the stage of stock development, and urban renewal focusing on quality improvement
while reducing quantity and function optimization is becoming the main theme of urban construction. Based on the
concept of people’s city, the promotion of urban renewal work that balances heritage protection and people’s needs is
an important measure to improve people’s quality of life and also an inevitable requirement to promote high-quality
urban development. By analyzing the process of urban construction at home and abroad, this paper clarifies the concept
connotation of urban renewal under the concept of people’s city, summarizes the relevant research progress to build
the urban renewal path framework of “meeting people’s multi-level needs” based on the concept of people’s city, puts
forward three strategies of improving the living function of space to meet basic physiological and safety needs, improving
the multi-dimensional integration of space to meet social and sharing needs, and protecting historical environment and
spiritual places to meet aesthetic and self-actualization needs, and guides people to participate in the specific planning
and construction process. Combined with the urban renewal practice of Datianwan-Cultural Palace-Auditorium cultural
area in Chongqing, the requirements of people’s urban construction have been implemented, and good practical results
have been achieved. It is expected to provide reference for other cities to carry out related construction practices.
