Abstract：Traditional urban design has long been constrained by institutional limitations, facing a dual dilemma of systemic
governance and practical efficacy. These challenges manifest as an ill-defined operational scope, non-standardized
implementation paths, and a lack of statutory backing. However, it shows unique advantages in cognitive paradigms,
system thinking, and space creation. To address this structural contradiction, the Department of Natural Resources of
Anhui Province has innovatively launched the Anhui Provincial Territorial Spatial Design Guidelines. These guidelines
systematically embed urban design methodology within the territorial spatial planning system, establishing a design-led
governance framework for all spatial elements across the entire territory. This study analyzes the guidelines’ four-step
approach—system integration, statutory translation, institutional embedding, and regional expression—highlighting
innovations in spatial design governance. The research provides insights for improving China’s spatial planning system
and infuses design momentum into the construction of “Beautiful Anhui”.
