Abstract：Applying traditional Chinese urban planning philosophy to modern practices is a vital measure to realize the cherished
vision of “seeing mountains and waters, remembering hometowns” with Chinese wisdom. However, many cities
and towns in China currently face the prevalent issue of the gradual erosion of their distinctive natural landscapes
and traditional character. Drawing upon traditional Chinese urban planning philosophy and practices, this paper first
analyzes the core characteristics of this philosophy from the perspective of character shaping. It then proposes a holistic
character-shaping pathway: “condensing sentiment–establishing intent–creating imagery”. Taking Zhenjiang, a city
known for its “small yet refined” mountain–water character, as a case study, the research puts forward strategies for
shaping the character of such small-scale cities, and aims to offer optimized approaches for urban character-shaping
initiatives in China amidst the nation’s pursuit of high-quality development.
