数据驱动的深圳华强北存量城区空间治理创新实践

Innovative Practices in Data-Driven Spatial Governance for the Stock Urban Area of Shenzhen Huaqiangbei

摘要 深圳华强北被誉为“中国电子第一街”,凭借其独特的商业生态和全球电子产业链集聚效应,成为全球电子产 品制造与贸易核心地带。随着城市发展,华强北面临空间利用不足、交通拥堵、基础设施老化等问题。近年 来,深圳市政府和相关部门积极推动华强北的空间治理创新,探索数据驱动的存量城区精细化管理路径,旨在 提升片区的活力和可持续发展能力。本研究通过整合人口、产业、交通等多源数据,构建华强北二三维融合的 城市数字底座,实现空间的全息管理与动态优化,将治理策略从传统“蓝图式规划”转向“城市设计治理”。 本文聚焦其在数据驱动决策和多维治理方法上的创新实践,探讨如何借助大数据提升城市空间活力与治理精 度,展现其在存量城区城市设计治理中的应用潜力与示范价值。

Abstract:Huaqiangbei in Shenzhen, known as “China’s No. 1 Electronics Street”, has become a global hub for electronics manufacturing and trade due to its unique commercial ecosystem and highly concentrated industrial chain. However, with rapid urban development, the area now faces challenges such as inefficient land use, severe traffic congestion, and aging infrastructure. In recent years, Shenzhen’s municipal government and relevant departments have actively promoted spatial governance innovation in Huaqiangbei, exploring data-driven, refined management strategies for built-up urban areas to enhance vitality and sustainable development. This study integrates multi-source data— including demographics, industry, and transportation—to construct a two- and three-dimensional digital urban base, enabling holographic management and dynamic optimization of urban space. Governance strategies have shifted from traditional blueprint-style planning to design-led urban governance. Focusing on data-driven decision-making and multidimensional governance methods, this paper examines innovative practices in Huaqiangbei and explores the application potential and demonstration value of big data technologies in the spatial governance of built-up urban areas.
