摘要 在全球气候变化和城市化加速的背景下,为应对城市的动态不确定性,城市韧性和柔性理念逐渐兴起。本文 以纽约曼哈顿Big-U滨海项目为例,通过对项目在宏观规划、微观设计和实施治理阶段的韧性与柔性策略梳 理,探讨了城市韧性与柔性的内涵差异、策略及协同路径。其中,韧性以目标为导向,通过模块化防洪设施和 生态修复增强系统稳定性;柔性则以过程为驱动,关注空间动态调整和治理机制灵活性。基于项目展现出的协 同提升策略,本研究为我国城市规划提供启示。应构建“刚性底线—柔性协同”的治理框架,通过分区规划、 基础设施多功能化及多主体参与机制,推动城市韧性与柔性的有机融合,为应对气候变化与不确定发展提供双 重保障。

Abstract:Under the global context of climate change and accelerated urbanization, the concepts of urban resilience and flexibility have emerged as responses to the dynamic uncertainties of cities. This paper takes the Big-U waterfront project in Manhattan, New York, as an example. By analyzing the resilience and flexibility strategies implemented during the project’s macro-planning, micro-design, and implementation phases, it explores the conceptual differences, strategies, and collaborative pathways between urban resilience and flexibility. Resilience is goal-oriented, enhancing system stability through modular flood prevention facilities and ecological restoration, while flexibility is process-driven, focusing on spatial dynamic adjustments and the flexibility of governance mechanisms. Based on the synergistic enhancement strategies demonstrated by the project, the study offers insights for urban planning in China, suggesting the need to establish a “structured goal-flexible synergy” governance framework. This framework should be implemented through zoning planning, multifunctional infrastructure, and multi-stakeholder participation mechanisms to promote the organic integration of urban resilience and flexibility, thereby providing dual protections against climate change and uncertain development.
