校企政多元协同下历史文化街区更新的场景化教学创新——以中央大街城市设计实践为例
Scenario-Based Teaching Innovation for Historic District Renewal under University–Enterprise–Government Collaboration: A Case Study of Urban Design Practice on Harbin Central Street
摘要 在城市发展由增量扩张转向存量提质的背景下,历史文化街区更新呈现出价值目标多元、利益主体复杂、专业领域交叉和实施过程动态等特征,对城乡规划人才的综合判断、协同决策和实践创新能力提出了更高要求。传统课程教学以理论讲授和成果评价为主,难以完整呈现真实更新项目中的利益协调、政策约束与实施反馈,也不利于行业隐性知识和规划职业伦理的传递。基于情境学习与协同育人理念,依托哈尔滨工业大学“城市更新与城市设计理论及实践”课程,以中央大街及周边街区为实践对象,引入高校、规划设计企业和政府管理部门等多元主体,构建校企政协同参与的场景化教学模式。课程通过高校的理论组织、企业的实践引领和政府部门的治理导向,将真实场地、现实议题和实际决策过程转化为教学资源,形成“实践指引—协同决策—真实评审”的教学流程,以及“情境激活—过程引领—价值塑造”的作用机制。课程实践初步表明,该模式能够推动理论知识、技术方法、实践经验与职业伦理的有机融合,提升学生的问题识别、技术应用、多方沟通和综合决策能力。针对多元主体协同成本较高、教学资源条件不均衡和课程组织难度较大等问题,进一步提出核心模块提炼、资源条件适配和主导主体转换等优化路径,为城市更新与历史文化保护类课程改革提供参考。

Abstract:As urban development shifts from incremental expansion to stock-based quality improvement, the renewal of historic and cultural districts increasingly involves plural value goals, complex stakeholders, cross-disciplinary knowledge, and dynamic implementation processes, placing higher demands on graduate planners’ judgment, coordination, and practical innovation. Conventional courses, centered on lecturing and outcome-based assessment, struggle to convey the interest coordination, policy constraints, and implementation feedback found in real renewal projects, and are ill-suited to transmitting tacit industry knowledge and professional ethics. Grounded in situated-learning and collaborative-education theory and based on the course Urban Renewal and Urban Design Theory and Practice at Harbin Institute of Technology, this study takes Central Street and its surrounding district in Harbin as the practice site and introduces universities, planning enterprises, and government management departments to build a scenario-based teaching model driven by university–enterprise–government collaboration. Through the university’s theoretical organization, the enterprise’s practical guidance, and the government’s governance orientation, real sites, real issues, and real decision-making processes are converted into teaching resources, forming a teaching procedure of “practice guidance–collaborative decision-making–multi-stakeholder review” and an operating mechanism of “scenario activation–process guidance–value shaping”. Preliminary course practice suggests that the model helps integrate theoretical knowledge, technical methods, practical experience, and professional ethics, and improves students’ problem identification, technical application, multi-party communication, and comprehensive decision-making abilities. In response to the high coordination cost among multiple actors, uneven teaching resources, and organizational difficulty, the paper further proposes optimization paths including core-module extraction, resource-based adaptation, and shifting the leading actor, offering reference for teaching reform in urban renewal and historic conservation courses.
