Characteristic Inheritance of Harbin’s Outdoor Advertisements and Plaque Signs from the Perspective of Ice-City Culture: Practical Reflections Based on Special Planning for Outdoor Advertisements and Plaque Signs of Harbin City

Abstract:In the stage of urban stock renewal, outdoor advertisements and shop signs along streets serve as the core visual carriers of street interfaces, as well as the most intuitive street presentation of Harbin’s regional culture. Harbin boasts an integrated multi-layer cultural system combining European-style architecture, ice and snow aesthetics, modern trading port heritage and northern cold-region characteristics. Nevertheless, street visual facilities currently face prominent challenges including insufficient local cultural expression, fractured building interfaces and inadequate guidance mechanisms for urban landscape. Based on the comprehensive governance framework of Special Plan for Outdoor Advertisements and Shop Signs of Harbin, combined with practical renovation experience of multiple key streets, this paper summarizes critical shortcomings in landscape governance, constructs a localized sign construction system by zoning, and optimizes the integrated management procedure of planning and approval. It provides practical references for refined visual renewal of streets in historic northern cold-region cities across China.
