City-building, the Birth of a New City Center: Review and Reflection on the Urban Design and Construction History of Hefei’s Administrative and Cultural New Area

Abstract:This article takes the 20-year construction history of Hefei’s Administrative and Cultural New Area (hereinafter referred to as the Administrative Area) as the research object, comprehensively reviewing the entire process from planning and design to implementation. It systematically analyzes the overall construction logic of the new area, which follows the principle of “sticking to turning the blueprint into reality”. Through design innovations such as the “axis” system, “block” model, main road network of “three vertical and three horizontal arteries”, underground space, skyline, spatial form, ecological landscape, and architectural control, the core design elements have been fully implemented, and the spatial structure of the built-up area matches the 2002 design plan with a 90% consistency rate. The article reviews the key mechanisms for transforming urban design from technical blueprints into spatial entities, including the adherence to and implementation of innovative measures such as the chief architect responsibility system, the system of academician and master checks for important projects, dynamic management, and goal orientation. The urban design practice in the Administrative Area has created a new center that represents the image of Hefei City.
