Research on the Compilation Approach of Comprehensive Urban Design from the Integrated Perspective of Planning, Construction and Governance: A Case Study of Hefei City

Abstract:Under the integrated perspective of planning, construction, and governance, Hefei’s comprehensive urban design has explored a transformative planning approach shifting from “spatial aesthetics orientation” to a “systematic governance tool”, emphasizing the resolution of governance dilemmas through three innovative mechanisms: whole-region coordination, hierarchical transmission, and the integration of rigidity with flexibility. The Hefei practice demonstrates that comprehensive urban design can establish vertically integrated implementation mechanisms through the translation of “design language-policy language-management language” under the support of a “zoning-classification-hierarchical” control system and rigid and flexible implementation guidelines. This research provides a strategic yet operational model for formulating comprehensive urban designs that meet the requirements of integrated planning-constructiongovernance systems.
