Research on Urban Renewal Strategies Aimed at the “Dual Carbon” Goals: Based on the Urban Renewal Practices in Hefei City

Abstract:Under the strategic goal of “carbon peak and carbon neutrality”, how to realize low-carbon and sustainable development of urban built-up areas through urban renewal has become a key issue of new urbanization. This paper analyzes the “high carbon effect” of the traditional renewal mode, combines the urban renewal practice in Hefei City with the three dimensions of spatial reconfiguration, technological upgrading, and governance innovation to propose a high-quality development path for urban renewal, and builds the three major low-carbon renewal strategies of ecological carbon sinks, low-carbon transportation, and green buildings by taking the example of the left bank of the Sili River in Luyang District, Hefei City. Through blue-green spatial stitching, block scale optimization, and carbon reduction in the whole life cycle of buildings, urban renewal can be transformed from “scale expansion” to “connotation efficiency”, providing a practical design strategy paradigm for urban renewal in high-density built-up areas.
